2. Climate Change and Rural Livelihoods in Northern Ethiopia: Impacts, Local Adaptation Strategies and Implications for Institutional Interventions

Climate change is a key emerging threat to the lives and livelihoods of the rural poor in Ethiopia. Ethiopia’s response to climate change today will bear directly on the development prospects of a large part of the country’s rural areas and populations. This study was conducted in selected rural kebeles in Meket (North Wello Zone) and Raya Azebo districts (Debubawi Zone in Tigray). The study shows that female headed households, the landless and those with limited access to productive assets are among those who suffer disproportionately from the impacts of climate change because of their excessive reliance on natural resources while at the same time they have limited options to diversify into less climate-sensitive activities. Despite their vulnerability to climate change, rural women are also the unsung heroines. In Meket and Raya Azebo, women are observed struggling and strategizing to prevail amid deteriorating environmental conditions. In this regard, involving both women and men and their respective views in the climate adaptation process of planning and implementation is critical to ensure that the end solutions will actually benefit all members of the community.

Under its program of land investments, the Ethiopian government has leased out huge tracts of land to domestic and foreign investors on terms that are highly favorable to both but particularly to foreign ones. This study examines the impact of large-scale land transfers on small farmers and their livelihoods.
